    "An Act relating to a commemorative troops license plate and to                                                             
    license plates available to disabled veterans; relating to mandatory                                                        
    motor vehicle insurance, license suspensions, mandatory                                                                     
    impoundments of vehicles used in certain offenses, and notices                                                              
    relating to motor vehicles and driver's licenses; relating to                                                               
    registration of vehicles for disabled persons; and providing for an                                                         
    effective date."
